The Town Board and I hope that the information provided to you will assist you and inform you about Town Government and the services that we render and also discover the opportunities and amenities that the Town of Haverstraw offers to our residents.

Our website will keep you updated on the many recreational and cultural activities that have been scheduled.

I am proud to be the Supervisor of the Town of Haverstraw. Haverstraw is rich in its history, its culture and its people. It is a great place to live and learn. Our future is bright and there are many things happening in Haverstraw which include the County Waterfront Park, development of a town park in the unincorporated area, youth and senior activities and much more.

The Town of Haverstraw is a town of the First Class. Town/County taxes are collected beginning January 1 through January 31 without penalty. February 1 through February 28 taxes are collected with a 1% penalty. March 1 through March 31 taxes are collected with a 2% penalty. April 1 - All unpaid taxes are turned over to Rockland County Finance for collection.

School taxes are collected beginning September 1 through September 30 without penalty. October 1 through October 31 with a 5% fee. November 1 - They are turned over to the School Districts for Rockland County Finance to collect or re-levy onto the next Town/County tax bill.

Hours of collection: 9AM – 5PM (Monday-Friday) Night hours will be published on the tax bill.

NOTE: YOU MUST PRINT AND SIGN THIS FORM BEFORE RETURNING IT TO THE TOWN OF HAVERSTRAW RECEIVER OF TAXES – YOU MAY FAX OR BRING IN PERSON.

When the final date for collection of taxes falls on a Saturday, Sunday or Public Holiday, taxes will be collected throughout the first business day following such a date.

The Town of Haverstraw does accept VISA, MasterCard, American Express and Discover cards for payment of taxes. There is a 3% convenience fee on each transaction. Applicants must present a valid identification. Debit cards are accepted without fee (with proper identification).


TOWN/COUNTY INSTALLMENT PAYMENT OF TAXES:

You have your choice of paying your taxes in one full payment or in four installments if your total bill is in excess of $50.00. If you elect to pay in installments, a 5% service charge will be added to the tax and the first installment must be paid by January 31st without interest. If the first installment is not paid on or before January 31st, the total tax amount must be paid as provided by law as stated above. The first payment is made to ANN M. MCGOVERN, RECEIVER OF TAXES. The second, third and fourth installments are payable on April 15th, July 15th, and October 15th without interest to: ROCKLAND COUNTY COMMISSIONER OF FINANCE, 18 NEW HEMPSTEAD ROAD, NEW CITY, NY 10956. Failure to make timely payments will result in cancellation of the installment option and the entire unpaid balance plus penalties and interest will be due.

SCHOOL TAX COLLECTION INSTALLMENT PERIODS:

If the taxpayer opts for the Installment Payment in the North Rockland School District ONLY, the resolution reads:

The Haverstraw-Stony Point Central School District has authorized installment payment of taxes with regard to parcels of real property located within the Haverstraw-Stony Point Central School District in accordance with the provisions of Real Property Tax Law 1326-a(1). On this basis, school taxes for the School Year may be paid under the Warrant in certain specified installments.

The first installment shall be at least 50% of the total tax due and shall be paid not later than September 30th, and on condition that the first installment has been paid to the extent of not less than 50% of the tax outstanding on or before September 30th, then in such event the second installment shall be paid on or before October 15th, in an amount of not less than 50% of the remaining amount which is due and owing together with interest at the applicable rate in accordance with 924-a of the Real Property Tax Law, and then in such event the third installment to be paid shall be the remainder of the amount outstanding together with interest at the applicable rate in accordance with 924-a of the Real Property Tax Law, which third installment shall be paid before November 5.


A suggested Tax Calendar of Events would be:

January 1 through January 31 - Collect Town/County taxes without penalty.
February 1 through February 28(or 29) - Collect Town / County taxes with 1% penalty.
March 1 through 31 - Collect Town/County taxes with 2% penalty and $2.00 fee.
April 1 - Prepare to turn over Roll, Unpaids and all requirements to Rockland County Finance for settlement.
July - Remove old Bank Codes; add new Bank Codes; make sure all entries & changes are up-to-date for School Roll.
August - Receive Tax Warrants from North Rockland, East Ramapo and Ramapo Central School Districts; put legal notices in newspapers regarding tax warrants and tax collecting data; prepare tax bills for mailing; mail bills.
September 1 through 30 - Collect School taxes.
October 1 through 31 - Collect School taxes with 5% interest.
November 1 - Prepare all books to be turned over to School Districts.
December - Receive Tax Warrants from Town and County; remove old Bank Codes; add new Bank Codes; make all necessary changes; put legal notices in newspapers regarding tax collecting in January; prepare tax bills; mail tax bills.

The Town of Haverstraw does have a THIRD PARTY NOTIFICATION SERVICE FOR REAL PROPERTY TAXES for persons who are owner occupants of a 1, 2, or 3 family residence who are at least 65 years of age or are disabled (by a physical or mental impairment, which substantially limits one or more of their major life activities). Applicants may apply by completing RP-923 (available here).
