The Town of Haverstraw is a
town of the First Class. Town/County taxes are collected
beginning January 1 through January 31 without penalty. February 1
through February 28 taxes are collected with a 1% penalty. March 1
through March 31 taxes are collected with a 2% penalty. April 1 -
All unpaid taxes are turned over to Rockland County Finance for

NOTE: YOU MUST PRINT AND SIGN THIS FORM BEFORE RETURNING IT TO THE TOWN OF HAVERSTRAW RECEIVER OF TAXES – YOU MAY FAX, MAIL OR BRING IN PERSON. When the final date for collection of taxes falls on a Saturday, Sunday or Public Holiday, taxes will be collected throughout the first business day following such a date. The Town of Haverstraw does accept VISA, MasterCard, American Express and Discover cards for payment of taxes. There is a 3.25% convenience fee on each transaction. Applicants must present a valid identification.
You have your choice of paying your taxes in one full payment or in four installments if your total bill is in excess of $50.00. If you elect to pay in installments, a 5% service charge will be added to the tax and the first installment must be paid by January 31st without interest. If the first installment is not paid on or before January 31st, the total tax amount must be paid as provided by law as stated above. The first payment is made to DONNA M. ROSE, RECEIVER OF TAXES. The second, third and fourth installments are payable on April 17th, July 17th, and October 16th without interest to: ROCKLAND COUNTY COMMISSIONER OF FINANCE, 50 SANATORIUM ROAD, BUILDING A-8th FLOOR ROOM #810, POMONA, NY 10970. Failure to make timely payments will result in cancellation of the installment option and the entire unpaid balance plus penalties and interest will be due. SCHOOL TAX COLLECTION INSTALLMENT PERIODS: If the taxpayer opts for the Installment Payment in the North Rockland School District ONLY, the resolution reads: “The Haverstraw-Stony Point Central School District has authorized installment payment of taxes with regard to parcels of real property located within the Haverstraw-Stony Point Central School District in accordance with the provisions of Real Property Tax Law 1326-a(1). On this basis, school taxes for the School Year may be paid under the Warrant in certain specified installments. The first installment shall be at least 50% of the total tax due and shall be paid not later than September 30th, and on condition that the first installment has been paid to the extent of not less than 50% of the tax outstanding on or before September 30th, then in such event the second installment shall be paid on or before October 15th, in an amount of not less than 50% of the remaining amount which is due and owing together with interest at the applicable rate in accordance with 924-a of the Real Property Tax Law, and then in such event the third installment to be paid shall be the remainder of the amount outstanding together with interest at the applicable rate in accordance with 924-a of the Real Property Tax Law, which third installment shall be paid before November 4th.
The Town of Haverstraw does have a THIRD PARTY NOTIFICATION SERVICE FOR REAL PROPERTY TAXES for persons who are owner occupants of a 1, 2, or 3 family residence who are at least 65 years of age or are disabled (by a physical or mental impairment, which substantially limits one or more of their major life activities).
