Tom Walsh is a lifetime resident of Rockland County having moved to Congers at the age of ten (10) weeks. Prior to that time, he lived in the Bronx with his parents, Thomas E. Walsh and Veronica Rita Walsh nee Leonard on University Avenue. Tom was baptized at Saint Nicholas Tolentine and was born at Saint Elizabeth's Hospital in Manhattan.

Tom is descended from John Joseph Walsh and Catherine Walsh nee Bergin and Eugene Leonard and Rose Leonard nee Devine. Little is known of Tom's grandparents other than they were married in New York City, except for "grandma" Rose Devine a.k.a. Rosanne Devine. Rose was born in Ballinagh, County Cavan in 1883, the daughter of James Devine and Ellen Devine. Interestingly, great-grandfather James' occupation (Sli Bheatha an Athar) is listed as a "bookmaker" on Rose's 1883 birth certificate but on the 1901 census of Ireland it states he is an illiterate "shoemaker."

Tom is very proud of his Irish heritage having traveled extensively through the Republic as recently as May of 2018. During this last journey he had the distinct honor and privilege of visiting the Irish Supreme Court and Four Court under the supervision of barrister of Proinsias O'Maolchalain, High Court Judge Denis McDonald and Supreme Court Judge Iseult O'Malley. Tom is a graduate of Congers Elementary School, Clarkstown High School, Fordham College and St. John's University School of Law. He was admitted to practice law in 1976 and has held the following positions since:

He is a member of the Friendly Sons of Saint Patrick, Rockland County; AOH Division 3; NYS Bar Association; Westchester Bar Association; Rockland Bar Association; NYS State Magistrate's Association. He has served on the Board of Directors of the American Red Cross, Greater New York, Rockland Chapter.
